In a speed race, all competitors who do not start in a leg, who start and thereafter retire, who do not finish,
who finish and thereafter retire or who are disqualified, score the points awarded to the last possible finishing position in that speed leg.

A top speed scoring will also be held during “PKRA SPEED WORLD CUP“ mentioning as well record spot /national / continental / world / etc...
23/ Discards
Dependent upon the number of discards permitted, the highest, second highest, third highest and the fourth
highest and so on scores are discarded. The lowest total score with discards, if any, taken into account wins.
Scores may be discarded as set out in the following manner.

24/ Ties
24/1 Overall ranking ties
The tie shall be broken in favor of the competitor who has scored the best speed during the event. If the tie remains, it shall be broken:
(a) In favor of the competitor who has the greater number of firsts, seconds and so on, discard score included.
Here the actual finishing positions of the competitors shall be considered. If the tie remains,
(b) in favor of the competitor who has discarded a better result. If the tie remains,
(c) It shall stand as the final result.
24/2 Top speed ranking ties
The tie shall be broken in favor of the competitor who has scored the best overall rank during the event. If
the tie remains, it shall be broken :

24.3/ World cup scoring.
It is calculated on the same base than an event, as if every event would represent a leg.

If a competitor does not participate in an event he will score 50 points for this event.

Prize money split, should be according with following board & choice, eventual world record primes men & women, are left to organizers initiative, according to PKRA-speed management.

NOTICE OF RACE
26/ Publication and Contents of Notice of Race
The Notice of Race can be published 30 days prior to the first day of the event, by the event organizer, according to WSSRC but it is not an obligation according to PKRA-speed, it is left to event organizer responsibility.
The Notice of Race must contain the following information:
(a) title, location, schedule and dates of the competition and name of Organiser
(b) that the competition is recognised at least and governed by the „PKRA SPEED WORLD CUP“ Rulebook
(c) that not only registered members of existing associations are eligible to compete
(d) conditions of entry and numbers of entries, and divisions (men and women)
(e) place and time of registration, as well as conditions for advance registration
(f) entry fee, if any
(g) obligation to wear a specific advertising vest, if any
(h) obligation to carry advertising for the event sponsor on the sail, if any.
(i) additional compulsory safety Obligations, if any
(j) amount of Prize money to be awarded, as well as any additional prizes & split
(k) any tax deductions from prize money that might be applicable
(o) the availability of security for sailors equipment
(p) average anticipated weather and water conditions for the race venue at that specific time of year
(q) names of the Race Director, the Organiser and the official WSSRC-commissioner.
Items not adhered to in the Notice of Race are valid grounds for protest and may result in withdrawal of „PKRA SPEED WORLD CUP“
The Notice of Race shall contain any further information which is deemed necessary.

27/ Status of Sailing Instructions
The „PKRA SPEED WORLD CUP“ Rulebook may be supplemented by written Sailing Instructions which have the same status as rules. The Sailing Instructions may alter a rule by specific reference to it, but they shall not alter any rule in Part
1 (General Rules) without prior publication in the Notice of Race, after written authorisation „PKRA SPEED WORLD CUP“ Management Board. The Sailing Instructions shall be posted on the Official Notice Board and any extraordinary instructions shall be distributed to competitors.
28/ Contents of Sailing Instructions
The Sailing Instructions must contain the following information.
(a) that the event shall be governed by the „PKRA SPEED WORLD CUP“ Rulebook, the Notice of Race and the Sailing Instructions
(b) the schedule of the races/heats
(c) the course(s) to be sailed and the course/competition areas if relevant. Diagrams are recommended
(d) a description of the starting system/line and finishing line/signal and any special signals to be used
(e) location of the Official Notice Board. If applicable, the location of the Official Flag Pole, the Place where starting signals are given and the Judges stand.
(f) instructions concerning the application of the Event Sponsor sticker (one or two sides of the sail, etc) if any
(g) the maximum amount of fines, if any
(h) any special safety information
(i) the names of the Race Director, Race officer, and „PKRA SPEED WORLD CUP“ Representative, where applicable.
29/ Change of Sailing Instructions
The Race Committee may change the Sailing Instructions by notice on the Official Notice Board at least one hour before the start of the race heat in which they are to apply. Any changes must be approved by the „„PKRA SPEED WORLD CUP“ Management Board or its Representative.

All official announcements shall be posted in writing on the Official Notice Board.

Oral instructions may not be given except in accordance with the procedure specifically set out in these rules and/or the Sailing Instructions.

32/ Definitions
32.1/ Racing
A board is racing from its preparatory signal until it has either finished and cleared the finishing line or retired, or until the race has been postponed or abandoned.
32.2/ Starting
A board starts when, after its starting signal, any part of its hull, rig or crew first crosses the starting line in the direction of the course to the first mark.
32.3/ Finishing
A board finishes when any part of its hull, rig or crew in normal position crosses the finishing line in the prescribed direction. A competitor shall not correct a course error after passing through the finish line.
32.4/ Mark
A mark is any object specified in the Sailing Instructions which a board must round or pass on a required side.
32.5/ Postponement
A postponed race is one which is not started at its scheduled time and which may be sailed at any time the
Race Committee may decide.
32.6/ Abandonment
An abandoned round is one which the Race Committee declares void at any time after the starting signal. A round may only be abandoned in the first 30 minutes.
33/ Courses
33.1/ The standard speed courses are given in the sailing instructions
Other courses may be used after approval from the „PKRA SPEED WORLD CUP“ management or its representative.

33.2/ The diagram shows how the start area should be placed for speed when the wind is off-shore and quite broad. It is the duty of the Race Director to replace the angle of that Start Area when the wind changes or has another angle.
33.3/ In the event of an on-shore speed course, the same diagram will be used but the Start Line and Finish Line could also be marked with 4 marks instead of 2. The timing can also be placed in leeward instead.
33.5/ The Race Director shall be positioned at the finish line with a loud-hailer to control the finish area and advise competitors of any infringements, warnings etc.
33.6/ A finishing area shall be defined by an imaginary area from the finish line approximately 150 m after the finish mark, in which no competitor may stop or sail into, other than from the course, except in an emergency.
33.7/ A competitor shall sail the course so as to round or pass each mark on the required side in correct sequence, and so that a string representing his/her wake from the time he/she starts until he/she finishes would, when drawn taut, lie on the required side of each mark, touching each rounding mark. A competitor shall not correct a course error or re-enter the course area after crossing through the finishing line.
33.8/ There is no penalty for touching a mark, but competitors shall not hold on to a starting mark.
33.9/ While on the course, no beach or water starting is allowed except as stated under start procedure. Competitors leaving the course must avoid competitors on the course.
33.10/
Entry surveillance:
Rules & zones must be respected (race map)
The “entry run/beach marshal” will judge the 3 entry zones.
In case of competitor’s fault, the beach marshal with a voice recorder or helped by an assistant will note the
Exact time and competitors number vest. (synchronized watch with timing system).The run will be timed
(for WSSRC record) but won’t count for the current heat.
Exit surveillance:
If a rider that is crossing the finish line correctly, but loses the control right after and doesn’t manage to go around the exit buoy, the rider won’t be penalized and his run must be counted.
In the contrary, the rider who obviously neglect voluntary the exit buoy, will be sanctioned & this run won’t count for the current heat.
This will be under the judgment of the finish line « beach Marshal » with a voice recorder or helped by an assistant noticing the exact time of the fault (synchronized watch with timing system). The run will be timed (for WSSRC record) but won’t count for the current heat
34/ Returning to the Start
Competitors returning to the start on the water must keep clear of the course.
Competitors returning to the start by land may walk back up the beach, taking care not to obstruct timing equipment. They should also keep their kites as low as possible so as not to disturb the wind. Competitors may not use vehicles to return to the start beside the organization one.
It must be realized by all competitors that 75m is the minimum distance required in record-breaking conditions for clean air and water. The purpose of this procedure is to help competitors secure the clean conditions vital for fast times. It also secures a guaranteed time as opposed to the risk of losing a time due to congestion.
35/ Signals for Starting and Closing a Round
35.1/ The course will be open whenever the green flag is flying by the start and finish line. The Organizers reserve the right to close the course at any time without prejudice during the specified opening times for any technical or safety reasons.
35.2/ At each event there will be flags positioned at the start line and finish line indicating if the course is open/closed or on standby.
35.3/ The sequence of flag is as follows:
Red: course closed, organization on standby
Red-yellow: course will open 5 minutes after raising
Green: course open
Green-yellow: the course will be closed in 5 minutes if the Round is not going to be extended.
L flag: the current Round has been extended by 15 minutes. The yellow flag and the L flag may not be displayed simultaneously.
AP / red: course is closed for a few minutes but the Round will be continued
Red / L flag: another round will be started soon
no flag: indicates no racing.
35.4/ In emergencies for danger timing breakdown, the course shall close immediately.
35.5/ Speed course start control: when deemed necessary, a start Judge shall be positioned in Area B to signal to competitors who are in danger of breaching the above rules. When a Judge points at a competitor approaching the start, with a furled amber flag, that competitor must immediately leave the course, without hindering other competitors.
36/ Penalties
THERE IS NO DISQUALIFICATION POSSIBLE DURING A HEAT.
ONLY BY VOTE OF THE OFFICIAL RACE JURY AFTER DELIBERATION AND ONLY FOR SEVERE FAULTS. ACCORDING WITH JURY DELIBERATION.
The jury may be making a vote every racing day at evening time, under any of its member request if severe
faults or miss behavior have been observed.
36.1/
Financial penalties
1 fault = yellow card
2 faults = 50 €
3 faults = 100 €
4 faults = 200 €
5 faults = 400 €
etc ...
·The counting of faults is brought back to zero after each heat.
·The penalty-account is held by race director.
·The payment to « pkra-speed » of the penalties must happen after each day of race to allow the competitor to race again the next day.
·If faults happen during the last heat of last day of race, penalties will have to be pay to « pkraspeed
» on the next event inscription day, to be allowed to race again.
37/ Verifications
37.1/ The Race Director, Timekeeper, and WSSRC Observer, when present, will verify all runs they deem necessary e.g. World or National records, personal bests, top man, top woman etc.
37.2/ No competitor may discuss any problem directly with the timing organisation. Any queries, requests, ideas or problems should be made through the Race Director. At no time, for any reason, there is no competitor allowed in the timing control station. Any competitor seen in this area will be immediately suspended until further notice from the competition.
37.3/ Anyone may request the verification of their time by video recording. If the Race Director and Timing Director consider the request valid, the run will be checked on video where possible. Only personal GPS data showing an eventual missing time, from both lists (general & individual), could occasionally involves a reclamation for individual video checking.
38/ Redress
(a) A competitor who alleges that his/her score has been materially prejudiced through no fault of his/her own by:
1. An action or omission of the Race Committee, or
2. rendering assistance in accordance with fundamental Rule 3 (Rendering Assistance),or
3. being infringed by another competitor who has required to keep clear or
4. a competitor against whom a penalty has been imposed under Rule 21 (Gross Breach of Good Manners or Sportsmanship) may request redress from the Judges.
(b) If the Judges decide that the score has been materially prejudiced in any of the circumstances set out above, they shall make as equitable an arrangement as possible for all competitors concerned. The Judges may take action by themselves, without a hearing. This may be to let the rules of the heat stand, to adjust the score of the prejudiced competitor, to abandon and re-sail the heat, to have a sail-off between certain competitors in the leg, to cancel the leg, to add some more time to the original heat or to adopt some other means.

Events qualification.
1/ There is no maximum competitors in a « PKRA speed » world cup event .
It is the event organizer responsibility to decide about an eventual maximum numbers of competitors & eventually to organize qualification days.
2/ There is no qualifications requested from PKRA-speed.
3/ In case some organizers would need to organize qualifications days, there will be no PKRA-speed fee for qualifications, only qualified riders will pay the main event PKRA-speed fee if it has not been done on a previous event.
4/ WSSRC should not be present during qualification session. It is also a protection guaranty for a possible record for the main event competitors.
Then, qualification times won’t be notified in the WSSRC top list ranking.
5/ In case of qualifications, selection must be based on “All time WSSRC best kitespeed” document provided on PKRA-speed website. It is t
